The last modified attribute shows details of how old the document is.  It is taken from the server response to HTTP request. 

By using the last modified attribute, you can see the details of your latest page updates.

The Last Modified: header gives details of the modification date of the resource that's being returned. It's used in caching and other bandwidth-saving activities.

In general, web pages don't have "last modified" META or HTTP headers, and so the last modified time will be equal to the index time. Files discovered via the file system will have accurate details of last modified information.
