Not all search engines will support using frames pages, i.e. can follow from a frameset page to content frames and index texts. 

If your Web site is using lots of frames pages, then try and redesign it to remove the pages using frames and replace them with none frames pages.  

If you cannot redesign it, you can solve this problem by putting the content of an optimized page with links to other pages into a <NOFRAMES> HTML tag.

Conclusion: Using frames pages makes it difficult for the search engines to spider your site, try and do without using frames pages or make sure that the search engines have a link to follow from <NOFRAMES>.
